Digital Twins and AMP Cycles: Preparing for PR29 with Smarter Infrastructure Modelling

The UK water sector is entering a period in which the gap between what digital infrastructure modelling can achieve and what is routinely practiced in the industry is becoming commercially significant. AMP8, with its £104 billion investment programme and its explicit emphasis on digitalisation as a core priority, is creating the conditions in which digital twin and advanced modelling capabilities can move from interesting pilots to essential operational infrastructure. 

For companies preparing for PR29, this shift is not just operationally relevant. It is strategically consequential. The Water White Paper published in January 2026 signals a regulatory direction of travel toward longer-term planning horizons, stronger outcome accountability, and deeper investment transparency. What Digital Twins Actually Deliver in the AMP Context

The first is operational performance monitoring. A digital twin is only as useful as the data it runs on, and that data comes from somewhere: asset surveys, SCADA systems, hydraulic models, and, critically, the design documentation produced when assets are originally specified and built.

Digital twins are a powerful tool for generating the kind of continuous, granular asset condition data that rigorous health assessments require. Sensors and monitoring systems feed real performance data into the twin, enabling condition-based maintenance strategies and early identification of deteriorating assets. Over the course of AMP8, a well-maintained digital twin accumulates a data record that is directly useful for PR29 asset health submissions. 

Companies that are building their digital twin capabilities now, and ensuring those capabilities generate the specific data that PR29 will require, are making investments that will pay back in the quality of their regulatory submissions as well as in operational performance. 

Scenario Modelling for Long-Horizon Planning 

The government’s proposed transition toward 25-year delivery plans represents a significant analytical challenge. Planning credibly at a 25-year horizon requires testing investment options against a range of future scenarios: different climate trajectories, different population growth patterns, different regulatory requirements, different technology evolution paths. 

Digital twin and scenario modelling capabilities provide the tools for this kind of analysis. When a digital model of infrastructure can be run against different future conditions, and when alternative infrastructure options can be evaluated against the same range of futures, investment decisions can be made that are genuinely robust, not just optimised for a single assumed future that may not materialise. 

The water companies that develop these capabilities during AMP8 will be able to bring PR29 submissions to the table that demonstrate not just what they propose to build, but why their investment programme is robust across a range of plausible futures. That is a materially stronger investment case than one that assumes a single future and shows how the proposed investment delivers against it. 

Digital Maturity as Competitive Differentiation 

AMP8 places digitalisation explicitly at the heart of the regulatory programme. Companies that use this cycle to genuinely advance their digital maturity, not just tick boxes but build real analytical and operational capability, will enter PR29 in a qualitatively different position from those that treat digital as an add-on to traditional operating models. 

The companies that will define PR29 are those building that capability now: investing in design tools that produce engineering-quality data, developing digital twin systems that accumulate meaningful asset performance data, and building the analytical muscles to connect infrastructure investment to long-horizon outcome projections. Those are the companies whose PR29 submissions will be most credible, most defensible, and most likely to secure the investment they need to deliver on their commitments.
