Large West Coast Utility

How a Large West Coast Utility Optimized Capital Planning Using Generative Engineering

Background

Problem

A large regional West Coast utility needed to evaluate PFAS treatment strategies across 10 distributed groundwater wells as regulatory thresholds tightened. Several wells were trending toward new compliance limits, requiring the utility to assess treatment options quickly while managing a constrained capital program and limited internal engineering capacity.

The utility needed to evaluate treatment strategies across multiple sites with different flow rates and physical constraints.
Traditional conceptual design studies would require site-by-site consultant evaluations, producing limited alternatives and slow capital cost visibility across the portfolio.

Solution

Utility uses TDG

The utility implemented Transcend Design Generator (TDG) using the Drinking Water PFAS module to generate conceptual treatment alternatives internally.

TDG enabled the team to:

Screen treatment options across 10 well sites in parallel
Compare GAC and Ion Exchange configurations under consistent engineering assumptions
Incorporate site constraints directly into conceptual layouts
Generate screening-level CAPEX and OPEX estimates for each option

Results

Key Wins

3× more treatment alternatives evaluated
5× more sites screened in parallel
33% faster planning timeline
74% lower cost per site for conceptual screening

“Some wells are 500 gpm, some are 1,500. Some sites are 20 by 40 feet, others 50 by 100. A single cookie-cutter design doesn’t make sense for us.”
